What percentage of sellers have two accounts and snipe what price they are really willing to take?

Not many anymore, if any at all. feEbay now requires even buying accounts to be linked to either a credit card or bank account and identity. Then algorithms in their servers look for red flags and conflict of interest, matching IP addresses and geolocation etc. Supposedly.
I'm convinced most sellers just use the buddy-method. "You bid on my stuff, if you win we mutually agree not to proceed with the transaction and relist while citing "nonpaying bidder"

I can confirm that the buddy method is indeed used quite often, as I've been that buddy helping out a few friends who were selling stuff. Not often, but a few times.
But a seller wouldn't want to snipe, because the whole point of sniping is to bid late enough that there's not enough time for someone to outbid you. A seller wants to bid something up earlier, so that other buyers have time to outbid them and they get to actually sell the thing to someone else.

Well, you don't actually know what the sniper put in as his bid, because of the way eBay does it's bids. He could have bid 10,000 bucks, but eBay will only show his bid as just a smidge more than your bid. Even the seller won't know what his (or your) max bid is. It's possible that it was the seller just swooping in at the last second to prevent their item for selling at a robbery price. ....and for only a couple bucks over my maximum. i guess it must happen alot.
And I hear ya, I fucking hate it when I get sniped too. Honestly, I'm just too fucking busy and lazy to sit there and watch the last few seconds of every item I bid on. I just bid when I bid, and I forget about it because I just couldn't be arsed. I end up getting sniped a lot, but sniping just seems like too much work for me to do it.

I guess so, I don't see what more could be done apart from giving them negative feedback.
Several times now i've been outbid at the last minute, spent the money on something else like a couple of days later, and then got a second chance offer on the item because the person that outbid me didn't pay (when I can't afford it any more).
