These prices seem really good. This company is local for me. http://www.aestheticprint.com/index.html They have had some pretty big customers. My band is printing some tees there soon.

If you're still looking for a vendor on this, I have a contact at a non-profit shop that does good work for comparatively cheap (they're part of an arts program for troubled kids). I believe that last time I spoke, they could go as low as 9 per shirt on shirts that were equivalent to American Apparel, and said that they'd be willing to talk about easy to get the prices lower.
Failing that, I have friends that have done screen printing work before who might be good resources.

A few years ago, I was in a club at my college that got shirts printed up by them...I think we got 20-30 shirts printed on American Apparel for around $12 a piece.
They have an add up now saying you can get 50 shirts (one color, one placement, cheap shirt) for $225!
