Well, here are a few things I take into account when I build:
1. How do you want the deck to function? What will be your "win condition",or will you have a few different ones. If you go the "my deck can win X way, or Y way", then make sure that you're not trying to make it do TOO much. That just makes it unfocused
2. Select cards to compliment your win condition/s,taking into account colored mana costs/mana costs in general. Synergy is key here.
3. You've got your win cons and your cards to compliment it, now you need to look again at mana costs. Here's where you determine your mana base. For example, your blue/green deck-does it have more spells/creatures that are blue mana intensive, or green mana intensive? Is it a fast deck that you could build on a mana curve(i.e. run several turns on the least possible amount of mana), or do you need mana acceleration to get out lots of land/mana sources for a high-cost,high-powered effect? (case in point: A fast all red Goblin deck can win without having lots of mana sources in play, whereas an all blue control deck takes control,usually in the mid-late game by casting higher cost flying creatures or spells and effects).
4. Play-test against your other decks to see where you are in terms of effectiveness. Did the deck perform how you want it to? What cards slowed you down, which ones made a difference in the game? All these can be evaluated through play-testing. To ply-test, just have a friend play against you using one of your decks. If you don't have any friends, because everybody hates you, then you can just do it yourself! When doing this, you have to be completely unbiased, and not try to beat yourself with your"favorite" deck.
5. Know thine enemies-what decks are you liable to be playing against in Friday Night Magic events,sanctioned tournaments,or just fuckin' around at your kitchen table over beers and pot. Once you know your enemies, build a sideboard of 15 cards to fine tune your deck per each matchup That blue/white deck is likely to have issues against red direct damage, offensive black decks, creature-heavy decks. So make your sideboard accordingly.
