i think that to be a "terrorist" you have to have some kind of comprehensible--or at least communicable--agenda. it would have been fair to call the Unabomber a terrorist. he had a whole bleedin' Manifesto. Loughner had fragments of salvia and Zeitgeist floating around in his brain.
