I've got two guesses.
1. turn one's head to stare at something in a foolish manner. ---It could be boasting that the delays are so inviting, that people will be caught rubbernecking, as they seek out the source of the sound.
Rubbernecking generally refers to people who slow down and gawk at traffic accidents or police activity. So it may be referring to the echoes themselves, as they follow along, the way rubbernecks tend to tail a scene.
