Typically taken as a statement of Nietzsche's belief in the right of male dominance.
Notice who is holding the whip.

Of course, it's still brutally sexist, even if it's woman who holds the whip.
In his "definition of love" he writes: "love--in its means, war; at bottom, the deadly hatred of the sexes." In this "state of nature," the "eternal war between the sexes" gives women "by far the first rank." But this is only so long as women do not involve themselves in politics.
"Emancipation of women"--that is the instinctive hatred of the abortive woman, who is incapable of giving birth, against the woman who is turned out well--the fight against the "man" is always a mere pretext, tactic. By raising themselves higher, as "woman in herself," as the "higher woman," as a female "idealist," they want to lower the level of the general rank of woman; and there is no surer means for that than higher education, slacks, and political voting-cattle rights. At bottom, the emancipated are anarchists in the world of the "eternally feminine," the underprivileged whose most fundamental instinct is revenge.
It's worth noting that Nietzsche was accused by Wagner of being a "compulsive masterbator."

Ahh, Nietzsche, never before and never since has a man talked so much about men doing things without doing much himself.

So much yes:
Let us consider finally what naivety it is to say 'man ought to be thus and thus!' Reality shows us an enchanting wealth of types, the luxuriance of a prodigal play and change of forms: and does some pitiful journeyman moralist say at the sight of it: 'No! man ought to be different'? ... He even knows how man ought to be, this bigoted wretch, he paints himself on the wall and says 'ecce homo'!

Doesn't the French government issue everybody a free whip? If not, you should demand them as a human right. I would.

There is a revenue condition now. Budget cuts will be a bitch. Even with whips.
