A) Anything we pick up from space is 'Extraterrestrial'. So, yes, by definition SETI investigates 'only' extraterrestrial signals, not 'possibly extraterrestrial signals'. Unless it's a hoax, I guess.
B) Sort of inclined to think that this is a new variation of cosmic background noise until they discover anything about it that would have had to be derived from a thoughtful origin point -- prime number sequences, baking recipes, Fleetwood Mac's Tusk in it's entirety without the pauses as Lindsey Buckingham intended it to be heard, etc.
C) My personal bias is to treat it as a leak of the new Lustmord record:

Also, I'd treat any civilisation that thought Tusk, or its alien equivalent, was fit for interstellar orbit should be knocked down from Type II status upon merit of that fact alone.
I get excited from news like this though. It offers me hope that soon we might be forced to abandon the past few thousand years of stupidity and hate and get our shit together.
We can make it past a Type I status people! Let's do this!

In all likelihood it is a natural phenomenon, and just like tabby's star we simply lack the science to explain it at present.
What is interesting however is that in a short space of time we now have two unexplained phenomena where one of the possible explanations is extraterrestrial intelligence. With better telescopes and monitoring we should (perhaps) be able to find more and more strange stuff, thus increasing the likelihood of finding something that is genuinely alien.
