Beer everywhere. Strip clubs with quality steak dinners. Tons of bands. Book store that takes up a city block. Foody culture. City slogan is "keep Portland weird" Homeless dudes sell newspapers. bicycles.

Used to live there.
positives:
close to a beautiful coast
lots of cool intelligent people
lots of stuff to do
powell's
negatives:
wretched economy
utter stagnation (went back to visit 6-7 years after leaving and nothing had changed a bit)
it's kind of like seattle only more dirty and rundown

The main conclusion is it's not really better than most cities economically speaking, but if you want to live somewhere close to lots of nature stuff, with lots of bikes, strip clubs, and artists it's a good place to go.
