I can't think of anything that comes close in that price range, really. The HR-2 might be better if you want a better choice of intervals but I haven't tried one of those.

I haven't noticed a problem with latency, but it certainly isn't the most "natural" sounding harmonizer (or pitch shifter). But I kinda dig the fake-ness of it, the Whammy has a pretty distinct voice, it's part of it's charm. I do often have to restrain myself from doing the chaotic Lightning Bolt thing every time I step on it.

If I had to get another harmonizing pedal, I would get the new Whammy. Can't beat that expression pedal bend into octaves.

Rainbow Machine. It's pretty limited, and I only used 4th down and octave up, but it sounded sexyyyy, especially when used in combo with a blue box.

I like the Whammy 5, you can get a MIDI 5 to go with it if you want to go even more crazy.
Besides that my favourites are probably the Boss OC-2, Aguilar Octamizer, Copilot FX Mantis II and Electro Harmonix Micro Synth.
