im not too familiar with whats out there so just looking on ebay and a bit overwhelmed...
im starting a tele project with P90s...and looking for recommendations on good value P90s that have the P90 characteristics (has to be P90/soapbar sized)
the cheaper the better and prob around the $50-$100max for a set

Yes, those are nice, if a bit on the hot and noisy side.

Armstrong's are well-regarded by folks familiar with vintage P90s. I really liked the Tonerider P90s - one of the best budget p/up I've used.

I've heard good stuff about these guys
i REALLY like their p90's...they are a little "hot", but sometimes that's good.
i have one of their p90's at the neck, and one of their humbucker soapbars at the bridge of one of my strats, really nice sounding pickup (especially if you wire the humbucker so it sounds like a humongous single coil)
