but annnnyway, if i buy something not through ebay, but still using paypal, can i put a hold on the funds until i receive the item? i did some googling but i couldn't find anything that didn't have to do with ebay.

Not that I know of, but if you don't receive the item, you can probably file a claim and try to get your money back.
