Unless something's changed, that's effectively his second channel--he runs it into a Plexi/similar tube guitar head with everything at eleven, while keeping the bass heads on seriously bass heavy settings. I just can't believe there's a good picture of his board for once.

Also yes, it's a second channel. He seems to go out of the tuner into the morley AB/Y, which is splitting it into POG2->DS1 on one channel and the OD250 on the other.

I could TOTALLY understand touring musicians who don't have techs to do their switching for them using cheaper pedals to tour with rather than more expensive or less accessable pedals that they wouldn't be able to pick up at say a Guitar Center in between dates.

Gotta agree with this. In every interview I've seen of him, he doesn't seem to put too much emphasis on the actual gear but how he uses it. I think he put a lot of people to shame using an M9 rather than lugging around a bunch of vintage effects. If you can do the same with less, why not?

That's what I mean - I think it's odd after all this that he's now rocking an almost 100% "boutique" board

I think it's less of the boutique part and more of the tweaker part. It's hard to change settings on those things on the fly. Plus it looks like he went for effects that have a large range of control. It isn't like he got a boutique tubescreamer.
EQD, Blackout Effectors, Catalinbread, and Empress are doing some truly interesting things with their pedals. Makes sense considering it is ORL.
