"Ugly" can be a (and I hate to overuse the term) nuanced word in English because it can be either personal or impersonal (an ugly person vs an ugly situation for example)
Worse can apply to the tangible (such as physical appearance) OR the intangible (such as quality of spirit or character) with the difference only being indirectly (implied/inferred) understood.
"Bob is an ugly person" could mean either (or both)
At the risk of censure, I'll use it
I find Devi Ever to be a terribly ugly person who does ugly things.

They had charm, like fugly dogs. Like pugs. But y'know. Next dog I get it'll be a Golden Retriever or Husky.
