No it's not. It's from the foam MXR used to use. That shit was AWFUL. Not the first time I've seen this with their old stuff, by any means.

The foam in my Distortion+ is still fairly intact, last I checked, but it's '90s era.

Worst was the foam in my Realistic Concertmate MG-1...dang stuff might as well har been pure tar. Got it all out and cleaned the hell out of at the expense of my apartment carpet (stuff would track everywhere no matter how clean I tried to be).

Well, I'm not buying it, but my old distortion + did have that disintegrating foam and that shit sucked to get rid of. The list says oxidation, but maybe it is the foam. I'm not dropping that much on an envelope filter. My funk days are behind me.

The MXR Envelope Filter was never ported over after Dunlop reissued the 2-knob series w/ George Tripps at the helm, which I can only assume was due to lack of parts & maybe waning interest (him & the public), which is why the original issue has always cost so much 2nd hand (something tells me the original run wasn't as prevalent as a Phase 90 or Distortion+, either, but I could always be wrong). Analogman bought up some original unused boards & reissued it himself last year w/ some upgrades, though it was still pretty expensive/near the same as an original ($220). His looks pretty great in comparison to that ebay auction, but not if you'd rather go full Mu-Tron ($$$) instead.

If you have a drum machine the Kompakt Kassette is hands down the best pedal you can pair your drum machine with. It brings out the most fucked up incredible sounds.
