I see an opportunity to being a petty dickhead here, and I'm gonna take it. You can very much have enemies and remain neutral in a conflict between your allies and that enemy. I just finished the prince and Machiavelli says it's the absolute worst strategy, but then again the world was quite different in the 15th century
