Basically, declare as a gift and indicate a low value (like $50).

As for the restricted stuff in the EU it's pretty much anything illegal or commonly restricted such as drugs, medicine, weaponry, tobacco... and beware of Scandinavia where importing alcohol is tricky (state monopoly).

Depends. In France nope, because there's a bilateral treaty with the US that says VAT allowance under USD 125 including shipping. Above that, everything is 20% VAT + collection fees. We all know Norway has no such thing, if stuff comes from outside of the EU. BAM, 20% VAT + collection fees no matter the amount declared.

So yeah, be conservative.
