On a more serious note, I have used sonic warefare with a drum kit and a friends 3yrold. I lived in a 3 flat and had obnoxious college students below me. For 3 hours a day for 2 weeks straight my roommate and I would put on noise cancelling headphones and let the little guy go to town. When they finally had the balls to knock we explained our side and they got it... but we also looked like angry bikers and these kids were from farmtucky USA.

Update: after having pestered the landlord enough, he finally talked to them. The day after he did, they put a note on our door asking us to talk to them if they’re being loud. Just now they were being loud, then he came downstairs and asked if they were being too loud and told us to talk to them if they were ever being too loud. I said okay, and shut the door in his face. He immediately went upstairs and cranked his music waaaayyyy up.
Now, am I being an irrational dick here? I feel like they’re going to escalate things, and I don’t feel comfortable or safe living here anymore.

Letting them and your landlord know you don't feel safe, in writing, is step #1.. make a photo copy too so you have proof. Then by all means go tell them one time that they are being too loud, make a recording with your cell phone audio while you do it. Then depending on the outcome jump right to call the cops, letting them know you have attempted to involve your landlord in the process and that you have a formal complaint in writing about them, and that you still feel unsafe. Paper trails are how you involve cops. From there it should be fairly straight forward, just remember to audio record every interaction.
Edit: I think Oregon is a state where you can record people without their consent. You may want to double check
Oregon apparently has weird laws on recording audio. But you just tell them you're recording it for your own protection and that's that.

Not adding anything constructive, but on a related note, why is it that the loudest neighbours always have the shittiest taste in music? Why do said people with horrible taste always feel the need to inflict their shit on everyone else?
Anyway, I hope you sort the situation out. Hate to say it, but it might be a case of having to move or hoping they move first.

I’m emailing the landlord about what happened, that we don’t feel safe here anymore, and that we want to move to a different unit in the complex. Would it be good to send a physical, written letter as well? I highly doubt the landlord would evict them, and at this point I just want the noise to stop and to feel safe in my own home. We also have six months left on the lease, or we’d try to break the lease and move.
The best part of their note was that they said “we try to be quiet”. Saying that’d make sense if they had kids or something, but they’re just a shitty rapper and a bad cellist who constantly play bad rap at an unreasonable volume.
