Agreed, but even something like an HBO show is usually created by committee over thisaway, even the really obvious "product of a singular vision" ones like Deadwood.
I think it's done the same way here but from recent TV program scandals, it seems they give something they know is pushing shit too far the go ahead and deal with the backlash after, any publicity is good publicity. They just spread it out far enough that people don't notice the correlation. Plus the people that bitch here usually haven't seen it and do it off moral highground and the complaints commission either go... 'meh' or go 'pay us a fine' which probably comes from the money that the people complained anyway
