Yeah, that might be it, to a degree.
Like I said, I don't have really strong opinions about Manning herself and what she did, I haven't studied really heavily on it beyond "she leaked shit, stuff happened, people were angry", I have a bigger issue with the whole spectacle of it, especially the timing.

Like I said, she formally petitioned him in November, it passed the 100,000 signatures required for the White House to formally respond in December, we're now in January.
Seems like a pretty straightforward timeline to me.
