You keep on baffling me. A NATO alliance does not mean placing soliders in that country through a loophole in the agreement. A military alliance is inherently about trust, and going through a loophole for your own interest is not a sign of trust. So they have no business here. It's a defensive alliance, and this move is clearly offensive and has no preventive effect.
