The piece on that album that starts around 17 and 1/2 minutes in contains I think shortwave as noise and also shortwave broadcasts. Sounds like there's some ring mod in there too.

Negativland used CB and shortwave radio in their stuff all the time. It's not exactly musical though.

No, but now with cellphones and wireless internet, it's not as popular as it used to be.
