It's a Pt2399 design (as far as I know no one's made an official run of them that's just what the circuit is called) that came from a well-intentioned breaux over on DIY stompboxes:

Noise Swash or Thornoscillator can do some war sounds. Or Year4545.

A pedal that reads my mind and produces the sound I'm thinking of. Also

Take something in Roland guitar synth land. Put individual strings to different voices/samples on an external trigger and go to town.

Gr-55 has the usual machinegun/laserbeam stuff but not the whole war in the special effects setting.

I want to make a noise/rumble/thunder/hiss/crackle/rain generator pedal somehow. Not prerecorded sounds but synthesis that creates all that based on input, and feeds off of it.

Yeah, that looks really nice. There are different versions for reverbs and amp IRs, I don't understand why they can't both do the same thing. Also, too expensive for what it is, which makes it easier to ignore, I guess. :(
