you are perfectly justified in leaving a negative feedback for him, he deserves it and sales like this are exactly what it's for.
the pedal was in disgusting condition, badly packaged, he didnt post it until you chased him up multiple times and then gave a bullshit answer about the mail running late.
did he have photos in the listing and the pedal doesn't match? or he just had a description/stock photo?

i'd say leave him a negative feedback for the crappy experience and a caution for other potential buyers, and hopefully he will learn from it (i'm sure he won't)

I left neutral feedback. Puttting on there why. I can live better with less negativity in the world. And i just emailed the guy this.

You know. Its cool. Maybe next time you might not take a picture of something before an auction and Play it for while. Change the knobs. Put tape on it. Gig it in Vietnam. Leave brown goopy goo on it. I don't know what this hole is. maybe you didn't see it i don't know. Wait a week to ship it. Clean it up man. And if you want to play it while its still on auction and play it after someone bought it At least make it look like it did in the picture when you took it. And please put some newspaper in the box man. Oh and make sure and smile. Your floating around the sun in a Universe of Infinite possiblities. Love this moment right now. Its all there is. IIRC, you can also request a partial refund if you want to keep the item but feel it is not worth as much as you paid.
