There's a waiting period where the nerts are still holding some functional goods. Apparently most scrote-related medical malpractice suits filed are for unwanted pregnancy after vasectomy, cuz some guys didn't realize they still had some in the chamber. So yeah the doctor is supposed to instruct the patient to clear the magazines by any means necessary.
