Yeah, you don't even need the tape on the control plate. Just tape up pickguard and cavity and make sure both touch the plate somewhere.

Quick update:
Copper tape has been applied to Mustang Pickguard and cavity and that obnoxious static crackle is GONE! Looks as if this simple shielding straightened it all out. Thanks for the info guys, much appreciated!

Nice! I've got this exact problem on a Jazzmaster... you soldered a wire to the copper tape shielding and then to a pot or some ground point inside the guitar, hey?

Yessir, from tape to pot on McSpunckle's advice. Worked like a charm and the popping was borderline severe before.

My static/crackling/popping is pretty severe too... basically can't touch the pickguard without noise. I always have static problems up here though, I don't think it's weird or anything, it's dry in the prairies. *looks over at a tumbleweed*
I'm a little chicken to pull apart the pickguard and all the parts though haha, I probably won't get the guitar back together again the same!

Do you have carpet on the floor? I solved my static problem by mixing one portion of fabric softener with 5 portions of water that I've sprayed on the carpet.
And now It smell like a sunny isle in here (LOL)!

Rub that pickguard down sensually with a dryer sheet, that works really well as a temp fix.
And I've seen your pedal guts, there's no way you'd have an issue disassembling and reassembling that guitar. If I did it...

When I change the strings I'm gonna do the shielding and I think it'll go ok... I've got a roll of that sticky copper tape but I also have a metal pickguard liner I ordered online that's for shielding.. I wonder what method is bestest...

I would just put the copper tape on the underside of the pickguard as well as slightly along the outside edges of any routed cavities...so the foil on the body makes contact with the foil on the pickguard. I'm sure you can use the pickguard liner thing like that too.
Same for any fancy control plates and whatnot.
