So Nicole was born in 1979. That puts her at around 14 years old when Siamese Dream came out. The girl on the photo is much younger than that. No problem, maybe it's just an older photo from the mid-eighties?
Siamese Dream liner notes credit Melodie McDaniel as the photographer. Melodie didn't become an active professional photographer until after graduating from art school in 1992. Whoops.
So yeah, the SD photographer wasn't active when Nicole was the same age as those kids on the cover.

if she was a real siamese twin, they couldve just dug up old photos of siamese twins and used this one? melodies also a photography director, she didnt have to take the photo, or she couldve taken it years back before she had a degree or a professional
