IMO most cops don't like writing tickets, hassling potheads etc. they joined to be the cops in the movies. then reality sets in, they have a shitty job with crappy hours, their boss hassles em to write more tickets cause the mayor needs a new rug that really ties the office together, and maybe an overpass or two so he can back to his mansion faster after his two hour workday blah blah blah. I did the military thing and I imagine it's pretty similar except folks don't want to shake your hand in the airport.
So if you give em a chance to deal with an actual slimeball they are more than happy to oblige. I had a methhead crash a car into my garage a while back and ended up pulling a gun on the guy when he started getting all crazy on me. he ran and the cops got there about 30 seconds later, caught him and I got money to fix the garage after the court stuff. Dude pled guilty so I didn't even have to testify. MAN THEY WERE STOKED! Most of the time its after the fact. they dont know how to find your stolen car but if you can point and say "the bad guy went that way wearing a striped shirt and blue jeans!" they'll be on it.

Also here in WA weeds legal now and that has alleviated a lot of the bad vibes with cops shit. (I don't smoke anymore but still)
