Thanks, Mudfuzz, yeah, I'm not sure if I wanna bother the landlord for this or do it myself. I don't wanna spend that much money on it, but I also don't want high heating bills this winter.
It's a hundred year old brick building. Pretty sure there's no proper vapor barrier. So, I'm not expecting it to be airtight. If I'm getting this much of a draft this early in the cold season though, I know it's gonna be a bigger problem later.
I think I might use your recommendation of a marine sealant.

also.. if you use it.. it works the opposite as everything else out there in terms or drying conditions.. the catalyst only unlocks in humid conditions so you want to might want to dampen around the area a bit, nothing extreme, we'd usually toss a damp rag in the general vicinity 
it will dry no matter what, we are just talking a day vs a week..
Whoever put in these windows did an extremely shitty job. Which is even more disappointing because my landlord owns a construction company.
Seriously. Not looking forward to a drafty winter. Gonna do something about it.
