Maybe you can start a research. A few years ago I sent a pedal to Italy and it didn't arrive at the recipient's address. A few days after having started a research with the parcel number I suddenly got the mistreated parcel back. The sender's and the recipient's addresses were unreadable and the parcel label was torn to pieces. I was glad that the parcel number was still on it or otherwise it had been lost forever. Ever since then I "seal" the addresses with transparent tape and I had no issues whatsoever anymore.

I am under the impression that Italian post is notorious when it comes to this. At least Italy is the only place anything ever got lost on me. Well, apart from that one time a parcel got lost on the 15km from Pulheim to Cologne.

it's the sender that has to ask the carrier to do it unfortunately, not the recipient. Btw I once sent a pedal to France (from Switzerland), it took like 6 weeks within France to reach the recipient, I was about to refund him...

France and Italy are the two European countries that a lot of American sellers I have seen are wary of sending too. I have seen a ton of seller on eBay that refuse to send to either because of lost packages. I've never actually sent anything though. I think that newish ebay international service might make seller more open to selling there though. I am staying away from ebay these days though.

Oh I ain't doubting France's postal system. As far as I am concerned, everyone I have dealt with is just about the same. I just know that fear was there (and maybe it is a 10 or 20 year old fear or something?...). Also, these sellers might be the same people that wanted French Fries to be called Freedom Fries.

Basically, I think the dude's pedal will show up. I've been waiting a month for a box from Russia. I ain't worried. Sometimes my international stuff gets here in 2 days (yea, it happens from UK and JP) and sometimes 2 weeks using the same service. I used a ground/boat service from Japan once that took 3 months . I've only had stuff lost/broken here in the States (and it is usually UPS's fault).
