This is a good point.
But. Suspending the treaty also means we've just thrown away something we would use to, say, impose sanctions on Russiato convince them to get their shit together.
So, really, rather than this meaning that we're a significant step towards nuclear winter or anything, it's more like another instance of the US just letting Russia do whatever the fuck they want without consequence.

It’s likely they were already violating the treaty, but now Putin gets to openly build nuclear arms because it’s the US who voided the treaty. This is a political advantage that frames Russia as the reasonable, cooperative state.
